Apaches were not a nation in any modern sense of this word. Chechens were. US army is not treating Apaches the same way as Russian army is treating Chechens. If Americans treated Apaches in this way, I sincerely couldn't feel any objection against their blowing up government buildings in America.
What A.Pole meant, I think, is that Chechens and Apaches have sth in common - they don't have their own state and they're few left (exaggeration).

Do you want to know how the US army treated Apaches? First we forced marched them off the east coast into the prairie. Then as more settlers moved in and war started, we forced them onto reservations and took away their guns and gave them rancid meat. That land to this day is run by the Indian Bureau and not the Indians. Further, those villages that resisted, were surrounded by the cavalry and put to the sword, to conserve bullets: that's everyone, women and children. Why do you think there is only about 3 or 4 million indians and to be one you only need to be 1/16th Indian.
