The FBI had no warrant to wiretap the White House.

If the FBI knew of the gap on Nixon's secret tapes, then they were actively engaged in open treason.

Also, like I said, certain people knew about the gaps. All Felt needed was to know what they know, and there are all sorts of ways to learn what others know.
