CA: State to tackle global warming

SACRAMENTO - Bucking the Bush administration, Republican Gov. Arnold Schwarzenegger is set to unveil an ambitious plan this week to combat global warming that would make California the largest state in the nation to set concrete goals for cutting greenhouse gases, the Mercury News has learned.

Under an executive order Schwarzenegger plans to sign Wednesday, the governor will call on state officials to develop new ways to reduce greenhouse gases by 11 percent over the next five years, 25 percent by 2020 and 80 percent by 2050.

The proposal would put California at the forefront of a burgeoning state and local effort to try to curtail emissions heating the Earth's atmosphere and place Schwarzenegger at odds with President Bush, who has rejected international efforts to combat global warming.

But critics said Saturday that the governor's plan is long on symbolism and short on substance. The executive order, the specifics of which were outlined in a two-page administration fact sheet obtained by the Mercury News, essentially sets goals without offering any laws or regulations to enforce the governor's agenda.

`Toothless'

``Until you bind someone in the law to meet a target, the pronouncements are all toothless,'' said state Sen. Sheila Kuehl, a Los Angeles Democrat. She and other lawmakers plan Tuesday to call on Schwarzenegger to go further and embrace new anti-global-warming measures the group plans to champion this year.

Skeptics also suggested that Schwarzenegger was merely piggy-backing on existing anti-global-warming efforts, ..

Administration officials declined to discuss the governor's proposal until he unveils it before attending the World Environment Day conference in San Francisco on Wednesday.

Business executives briefed on the proposal could not be reached for comment Saturday. But one industry executive said global warming is a difficult issue for one state to tackle.

They always love to start out with a garbage line like this, but the truth is, a state has the right to pass any law that does not contradict federal law.

Just because Bush doesn't sign on to the Kyoto protocol, doesn't mean States don't have the right to setup up their own environmental standards.

I guess it's just more 'fun' for the left to Bash Bush, even when he has no influence on the issue to begin with.

Schwarzenegger's plan takes longer to meet a similar goal by calling on California to reduce its emissions to 1990 levels by 2020. Because California has long been at the forefront of environmental issues, critics said Schwarzenegger should set more visionary targets for the state.

I wonder how Arnold plants to reduce emissions to 1990 levels? What was the population of California in 1990 compared to current levels? I'm not looking forward to this.

This is getting to easy. Those people are just like lambs going to slaughter. They will believe anything about global warming and the US making it happen. I guess that is their religion. No matter how much the facts dispute global warming, ie, increasing ice caps in Antarctica, 100 year temp trends, etc. This is just another trend like crystal power, mood rings and channeling.

Because he has a (R)next to his name on the ballot box. didnt you get the memo?If someone is in office with an R next to there name you have to mindlessly support them everytime they do anything at all now matter how outright unconstitutional or socialist it could be a lot worse the "Conservatives" could have voted for mclintock i the primarys splitting the vote and then a democrat would be governer now and he would be implementing big goverment socialist policys statewide thank god that didnt happen we have a r doing it and that somehow makes it so much much better.

I don't know, seems more like a politically astute empty promise. He is a democratically elected official in a state of socialists. He has to throw them a bone on occassion even if there is no meat.

If he were to enforce the current laws on illegal aliens by sending them home, he could hit that mark in a month.

Science says weather changes are cyclical.
Signing some daffy new law will only create more cost and do nothing.

It's not about doing something, it's about money. They'll need a new committee of some sort to investigate and recommend. Tax money will go into the pockets of the committee members and their cronies. It's always about money!
