McCain's plan is probably something along the lines of the Administration gives up the secret documents in exchange for Bolton getting defeated by the full Senate, while he tries and looks good and gets on all the Sunday shows, the Today Show, and Larry King.
The Chairman if the RNC needs to censure MsCain and the other nitwit RINOs and tell them to either become team players or get the Hell out of the Republican Party.
