I really can't fathom why the battle plan involving the 40,000 Iraqi fighters has been announced before it's actually started? What am I missing here?

Maybe . . . hopefully . . . the announcement was intentional.

I'd like to think the rats scurrying out of Baghdad to escape the toss of the net are rushing straight into the already positioned and waiting arms of Iraqi security forces.  If so, hope its a most deadly embrace
