SACRAMENTO (AP) - A state Senate committee shelved nearly five dozen spending bills Thursday, including measures to pay for clean air projects, replace aging school buses and expand education programs for state prison inmates.
The action came as lawmakers get ready to negotiate a state budget for the fiscal year that starts July 1. The Senate Appropriations Committee took up more than 230 bills that had some significant fiscal impact, sending most of them to the full Senate for votes next week, some with amendments that reduced their cost.
The approved bills included a measure by Sen. Sheila Kuehl, D-Santa Monica, to create a universal health care system covering all Californians.
The shelved bills can be taken up again when lawmakers begin their 2006 session in January. They include measures that would:
- Require the Department of Corrections to provide classes for all inmates with less than a 9th grade education.
- Earmark $50 million a year for five years to replace older school buses.
- Authorize the sale of $5.15 billion in state bonds to pay for clean air projects.
- Cover the cost of life insurance for California National Guard members who are called to active duty by the federal government.
- Eliminate the statute of limitations for prosecuting rape and certain other sex crimes.
- Pay for airport security programs.
- Require the Department of Social Services to make unannounced inspections of nursing homes at least once every two years.
- Mandate a study of the effectiveness of carpool lanes.
- Require protect clothing issued to state employees who work during the day to protect them from ultraviolet rays.
- Order the Office of Emergency Services to buy 150 multi-use emergency vehicles that can respond to terrorist attacks, fires, floods, earthquakes and other disasters.
- Require the Department of Health Services to regulate lead content in candy.

Arnold is getting things on ballots to be voted on and these turkeys don't want to do anything that takes away their ability to spend because for them, that is their power.

The budget battle will be the 'best' and only show in town, once it starts for real.
Personally, I hope the state has to shut the doors to schools and agencies statewide.
You know that new taxes is the only way anyone can implement any new programs much less maintain funding for all the crap we are already on the hook for, some of which was voted in thru initiatives, ironically enough.
The dumber ya make the voters, the more easily ya can rip them off .
