Are we surprised. First Congress wants to force the states to put together one massive national database containing all of the DMV information, now this. The two go hand-in-hand.

Great idea. And for security purposes, instead of carrying an actual card of some sort, I suggest we have microchips implanted in our wrist and on our forehead.
We will call them "marks". Nobody would be able to buy or sell unless they have these marks.
And those who refuse to have these marks placed on them....welllllllll.
