I have a much better idea.

Have the Iraqis stick his head on a pike planted at the Iraq/Syria border facing Damascus. Make sure it is observed by allied forces at all times, and kill anyone who comes to take it down before, say, 60 days is up.

It worked for my ancestral people when the Damascenes decided to chop off the head of our ambassador. We came over and stomped them so hard that they stayed in the 14th century for 500 years. Among other things, we used to stick their heads on pikes (or in neat piles) outside the conquered cities as a warning to all who sought to screw with us.
