Note that Grozny was a Cossak city built by the Tarek Cossaks, who were massacred by Stalin and his Reds and his allied Chechins in the 1920s. The Chechins were then given the territory.

It's a question whether Russia needs to move more Russians back into the Caucusus unless they can reverse their current severe population decline. Like Japan and most of Europe, Russian births are far below maintenance rate.
