I heard this sound bite, and wasn't sure if he said he was doing the compromise FOR the troops in Iraq, or if he was comparing HIMSELF to the troops.

I think it was pretty clear he was comparing his bravery to that of the soldiers. He was saying that they volunteered for duty - that they didn't have to join the military, and that by the same token he "didn't have to change his vote" but did.
