Just like the ageless tides, polls go up, they go down, they go up, they go down, they go up, they go down. They're down today. They'll go up tomorrow.
As for being "near an all time low" a 46 percent approval rating is pretty decent. No recent president, Republican or Democrat, would complain.

Of course Bush's approval ratings are at an all time low. Any time a President has bold ideas and takes bold steps, people are going to get their feathers ruffled. Most Americans prefer a president and congress that don't do anything so they never have to hear about them. (And of course, there are those out there who are being devoured by hatred of all things the least bit conservative.)
