I agree with the position, that it's up to the republic of Georgia to decide if they want foreign troops on their soil. After all, Georgia is a sovereign country. It tries to build democratic system, and they should have a right to invite the troops from established democracies if it makes them feel safe.
I think that most of Georgians would love to see American bases there. It would dramatically improve their security, they were invaded so many times by various empires.
