Actually the first thing I've seen out of Iraq on these photos made, as I expected, no big deal out of it. I'd recalled Saddam making public macho swims in the Tigris and thought these photos showed him to still be in good physical shape. The whole idea of conventions, universally ignored, is silly.
Besides, it applies to countries, not individuals.

In any case it cannot ever apply to surrogate armies. Period. Any attempt to do so makes the proponents ever bigger idiots.
