When I learned it (as a kid, playing around with tubes, and with them, voltages that could have killed me but somehow never did) I never knew of a saying. Later when I went to electrical engineering school, I heard it offhand from a puckish professor. It was supposedly once even worse -- "BLACK boys rape our [etc.]" I guess to be peecee you could say "Bush's boys rob our young girls but virgins give willingly."
