Spain has become the seventh country to ratify the new European constitution. The Senate approved the document by an overwhelming majority, following a similar vote in the lower house and a Yes vote in a public referendum.
Spanish Prime Minister Jose Luis Rodriguez Zapatero said the treaty laid the ground for a more democratic EU that was closer to its citizens.
The constitution faces its biggest hurdle when France holds a referendum on 29 May.
Latest polls give No voters a slight lead. The constitution needs the approval of all 25 EU member states, by referendum or act of parliament, for it to come into effect.
In Spain's non-binding referendum in February, 77% of Spaniards taking part voted in favour - though the turnout was only around 40%.
Identity
The Senate backed the treaty with 225 in favour and six against, with one abstention.
"I'm convinced that every region, municipality and every Spaniard can identify with this constitutional text," said Mr Zapatero.
"It means making Europe ours. No flag, no symbol of identity, not even the most dearest, is incompatible with Europe."
Former French President Valery Giscard d'Estaing has strongly defended the EU constitution that he created.
On Thursday, he said it could not be renegotiated if the French rejected it in their referendum.
He said the ratifications of the treaty across Europe, including the UK's own planned plebiscite, would continue, even in the face of a French No.
And there you have it. What more can be said?
Amazing how Eurofolk are surrendering their sovereignty to Brusselcrats.
Interesting that whenever the governments vote for it, the treaty has a huge win. When the people will vote for it, it will be very close. Now say with a straight face that the new EU constitution is closer to the citizens.
Only you could come up with that. Your precious Yushchenko, socialist nonpar, for whom you screamed every day for 4 months and whom you still try to defend, is riding the EU leg like a dog in heat trying to get in. Hypocracy, look it up.
Here is your commie gang of thieves. Bow down and worship your masters!
Wrong, they told Ukraine it wasn't ready yet, something about it's economy being in flux and they can't handle the flood of Polish cheap labor already. But you know that, you little Yushchenko cheerleader you, you know that sooo well. You're looking a little red behind the ears, must by the Yushchenko rubbing off on you.
Hardly, I degenerate communist rule in Poland, which I am to guess you support? You also supported the Moldovans as I recall, another communist ruled nation. A pattern, per say?
No, I did not support Moldavian communists. You recall all sorts of things that never happened. I do agree with President Bush that Russia must get its troops out of Transnistria where they support ethnic separatists.
No actually one Baltic republic: Latvia. But I guess you don't mind Nazi SS veteran parades paid for by the government of Latvia. No problems there, it's all just another face of socialism and after all, Tymoshenko is backed by nazi UNA-UNSO, Yushchenko's former bodyguards. Hmmm.
Well at least you dropped your pretenses of being some holier then thou Christian and calling others to repent. Nice to see your true face come through yet again.
Yes, they changed their names and got reelected. Either you're naive or you're being deceptive on purpose. Hmmm, lets see which one.
I won't bother challenging you to repent and take back all your lies about me because I know you are no Christian and are very comfortable as a lying rat smear artist.
Please knock off the personal stuff.
Ok. I'm trying to avoid insults and such while being called a whore, swine, etc by certain posters.
What could I say, "Tailgunner Joe" is right. "Jb6" is a provocateur and manipulator...
