I can't honestly say I have a great deal of sympathy here. If the American "threat" motivates these dead-asses to archive their own national literature I'd say that was a fairly significant contribution to world culture on its own. Future generations of French reading Hugo on the web should thank the Americans for it, but being French, they won't.

Girolamo Fracastoro wrote "Syphilis sive Morbus Gallicum" [Syphilis or the French Disease] as far back as 1530s. This major cultural contribution of theirs (the disease, not the treatise. Fracastoro was an Italian) stands in no danger whatsoever from cultural erosion. Indeed, as far as I am concerned, they can have all of it.

France drops its butt on the floor with yet another screaming tantrum -- this time upset that somebody is making the literature of their choice available to others who want it. Oh, the horror!

What's the difference what language is used to digitize the great books and ideas? A thousand years from now there will be no Europeans to ponder the great books in their respective languages because there won't be any-all languages in Europe will be Arabic!
Leave it to the Europeans to find the most difficult solution to this very simple of problems-Population growth. Occam's Razor holds that when when you have two competing theories which make exactly the same predictions, the one that is simpler is the better. Confronted with different ways to protect their culture. Having kids would be the simplest one right?
Or maybe not!
