This cartoon may have been picked up by an Arab newspaper or website, but I'll give dollars to donuts that it was drawn right here in the US of A by a non-muslim.
Really, the whole point of the cartoon is that the CIA has become ineffectual. That's all it's saying. On the other hand I understand why lots of us could take offense.
If you lived here in Korea, you would have seen much worse. Like a local newspaper's 30 second TV advert where a plane heading toward the twin towers is diverted at the last minute when a thoughtful Korean passenger gives the Arab hijacker a copy of the paper's Sunday comics section and he breaks down in mirth.
Now, THAT'S offensive.
How do you know what the whole point of the cartoon is?
Your attention was drawn to the CIA agent.
My attention was drawn to the 'Next Time'.
And why would a non-Mulsim sign his name in Arabic?
If it was a US cartoonist, wouldn't he want his readers to know of his work?
And I did a few searchs for other sites that might carry it, I can't find any.

Korea has a streaming media site where they post all their propaganda commericials. I've seen enough of them.
