This may have been taken out of context. Cox may be saying that Russia was a winner when the Cold Ware ended. He could have been searching for a way to make a distinction between Russia and the Soviet Union.

His point was too subtle for you. Russia won when the Soviet Union lost, although lately it seems as if Russia is squandering the victory.
Putin sounds like someone who'd like to have the Soviet Union back and has been acting accordingly. Certainly, he's been using every opportunity to take a pound of flesh from the US either directly or by proxy. The breakup of the Soviet Union looks more and more like a PR illusion used to accumulate as much western capital and technology as possible. IMHO, Bush's trust of Putin is misplaced.
I think Chris Cox might make a good president.

But as Chris Cox demonstrates on his website, the Russians haven't even come close to purging the Communist elite from Russian power structures. When they finally finish the job, then Russia will have won the Cold War IMHO.
Isn't content on Voice of America intended for foreign consumption? I think Cox may taking the right approach. We need to counter Putin's claim that the fall of the Soviet empire was bad.... what better way than by playing up the (admittedly brave) contribution the Russian people made at the end. We know about Reagan's work and we know the Russian people were damn slow coming around but VOA is about international persuasion.

Russia defeated itself in the Cold War; therefore, Russia won the Cold War. Makes sense to me.
Putin is into power, not ideology.
He couldn't care less if it was communism, capitalism, socialism, facism (though he would probably prefer it).
He's pretty much for anything that works, and gets him power, with minimal cost.
I doubt he's even read marx or any kind economics book.
It seems like his only gripe with free markets is that some folks get rich and then get "uppity". He's got no problems with big business, as long as they leave him alone, as soon as they sport "an opinion" and oppose him, he throws them in jail.
Its facism, Russian style.
