Maybe. But the two men with the most power to save Terri's life via rescue (Jeb and GW Bush) were the biggest "step doggers" in the whole sorry affair!

Ultimately, the two men you name were the ONLY ones with the power to step in and fulfill their sworn duty to protect the well-being of one of their weakest and most helpless INNOCENT citizens, Terri Schindler Schiavo.

Sadly, they failed the test, and by inaction handed the power of the executive branch over to the judicial despots.
