(Seoul: Yonhap News) The National Peace and Unification Committee(Jo-pyong-tong) of N. Korea, while assailing remarks of Foreign Minister Ban Ki-moon regarding N. Korean nuclear problem during his press conference today, drew attention by proclaiming that S. Korea is now benefiting from 'N. Korean nuclear umbrella.'
Jo-pyong-tong claimed that it is true that S. Korea is benefiting from N. Korean nuclear deterrence, adding, "With S. Korea benefiting from our Military First Policy and nuclear umbrella, it should be condemning U.S. for blaming Korean people for the horrors of war."
Their claim of benefiting from their nuclear umbrella means that S. Korea is now virtually under N. Korean nuclear umbrella.
N. Korea have previously claimed that their nuclear deterrence would protect S. Korea and maintain peace in Korean peninsula, but the use of the expression, 'nuclear umbrella,' is unusual.
Furthermore, N. Korea has consistently argued through many media outlets that S. Korea is under American Nuclear umbrella.
On March 31, (N. Korean) Foreign Ministry stated, "N. Korea and U.S. are technically at war, and with the condition that S. Korea is under U.S. nuclear umbrella...."
After mentioning nuclear deterrence and nuclear weapon, they are now bringing up 'nuclear umbrella.' By doing so, it is thought that they would establish and highlight that N. Korea is a nuclear power.
N. Korea exhibited frustration after their Feb. 10 announcement that they have nukes because U.S. and the rest of International Community would not recognize N. Korea as a nuclear power. Since then, they have concentrated their efforts on making this point.

Thanks. I had seen that article, but this one particularly makes me wonder if the North Koreans aren't already kicking up the propaganda game -- and that I suspect would be another pointer that they are close to the time of the test.

Hmmmm. Very good point and the eraser head has no function other then acting as a agent of Satan.
They should be careful about statements like this.
Well, if we are "technically" at war with NK, then would we be justified with a first strike?

This statement is 100% correct. There was never a pease treaty or a surrender at the end Korean War hostilities, only a cease fire between armies.
It is also correct to add that the same state of war continues between North and South Korea, but the reason that North Korea doesn't mention that is thet to this day they do not grant legitimacy to the South Korean government.
And now that they are extending the North Korean "nuclear umbrella" over South Korea, North Korea is declaring South Korea to be a virtual North Korean client state.
In this too, there may be a growing germ of truth. South Korea is a hostage nation, ever the more so as North Korea extends it nuclear wings. The greater danger South Korea is exposed to, the greater will a sort of national "Stockholm Syndrome" take root and grow in South Korea. Already there is a specific kind of demented respect and admiration for the strength and determination that the North has shown by takng on the world on the nuclear, and prevailing. This phenomenon should not be taken lightly. Left unchecked, it will lead South Korea to make a devastating miscalculation.
