TSA is highly successful. Its all in how they are measured, and you must consider the original intent of making them Govt employees.

As govt employees, with a stake in big government, they probably vote overwhelmingly democrat, and will do so for many many years. Ipso-facto, the program was, is, and will allways be, a complete and total success.
