OSHKOSH, Wis. -- A convicted sex offender released from prison is back in a Fox Valley jail cell facing more sexual assault charges.
Ronald Spiering is charged in Winnebago County with second-degree sexual assault. Spiering was released from prison less than two months ago and had been living in Oshkosh within walking distance of an elementary school and the university.
A criminal complaint says Spiering raped a woman at a rooming house Tuesday. The woman told police that Spiering told her about his 1995 assault and laughed about it.
Spiering was convicted of sexual assault on two previous occasions, including an assault on a 3-year-old girl in 1985.
Records show state corrections officials had reservations about Spiering's release in March and had considered civil commitment as a sexual predator, but he didn't meet the criteria.
Not so fast - we have to find out what they'd do in France...
Well, he definately meets it now. Put him back in and never let him out.

This is very straight forward. We, as a society, have made the decision that a person's righ not to be molested and killed by a sexual predator is less important that the sexual predator's right to rape and murder. Until that changes, nothing else will.
I believe some states have laws to confine these perps, after their criminal sentence, under civil laws.
Like you would confine a mentally-ill person that was "a danger to themselves and others."
Sex-crime recidivism is so high, that civil confinement suits me just fine.
Two strikes and life, AFAIK. Maybe one strike?
We really need to create jobs for these individuals breaking ice off glaciers in Alaska. Give them a hammer and chisel, and let them know they can get off with good behavior in 200 or 300 years.

How about one strike and your dead. Commit a violent felony, any violent felony, and you are permanently removed from our planet.
Apply once to the head. Repeat if necessary.
Institutionalized?
I'd like to see this miscreant and the rest of them exiled to Alcatraz. In our loony society, one of the best prisons ever is now some sort of tourist spot.
It was cheap and effective. They won't be able to escape each other, and the rest of us can finally have so peace from this tidal wave of sexual predators.
Put them all on the Rock, and let them rot.
