In my opinion, the graphic resembles that of the Powerpuff Girls. Powerpuff Girls were much hotter a few years ago, too.

Sentencing for people who abuse children should be twice that of an adult, eg punching awoman or man without provocation will land the bastard in jail for 5 years while the same to a child would put the scumbag away for 10.

That looks like a variation of an electronic handheld diary that my girls had back in the late 90's. It does look like the Powerpuff Girls on the top portion.
