Stalin's handwritten signature appears on top, followed by signatures of Politburo members K. Voroshilov, V. Molotov, and A. Mikoyan. Signatures in left margin are M. Kalinin and L. Kaganovich, both favoring execution.

Before being so "proud" of such a great victory, acknowledge the millions in Lend-Lease hardware without which the victory would have been impossible.
