PUTIN: RUSSIA WILL NOT BE HANDED OVER TO CORRUPT BUREAUCRACY

MOSCOW, April 25 (RIA Novosti) - Vladimir Putin stated that bureaucracy would not be an undivided ruler in Russia."We do not plan to turn the country over to ineffective corrupt bureaucracy," the president said on Monday in the message to the Federal Assembly.

Addressing the Parliamentarians, the head of state pointed to the persisting bureaucratic problems in the country.

"Our officials are still to a considerable extent a closed and arrogant caste, who understands the state interests as a variety of business," Putin said and stressed that the party and corporate bureaucracy sometimes behave not better than state bureaucracy.

The president said that for this reason preservation of effective state administration remains the prime task.

"Now that prerequisites for serious, effective work have been created, if the state yields to the temptation of simple decisions we can receive stagnation instead of a breakthrough," the president said.

Putin considers ensuring just development of society to be a most important task of the state.

"The state must ensure this principle. Each individual's well-being must stem from his work and his capabilities. An individual himself is entitled to be in command of what he has earned. And the state is duty-bound to help the poor citizens," Putin said.

According to him, "all these functions were directly entrusted to the state by society."

"We are a free nation, and our place will be determined by how strong and successful we will be," the president of Russia stated.

What Putin's saying sounds right to me...

He's getting desperate. Time to try the capitalist jorgan on the folks. Nothing much else to strive for anymore. I fear they will never make it. Russia is still back in the middle ages. The common folk who have nothing simply cannot appreciate what we have built on for a few hundred years. Much like the Arabs and other peoples that live in lands with little, they cannot be expected to become a capitalistic society based on a fully democratic elective process, with a constitution and body of laws that reflect what the west has managed to pull off over a few hundred years.

Having spent sometime over there I can tell you that Putin is the modern day equivalent (only with alot more power) to Al Capone and Russia is entirely as in 100% run by the mob just like Old Chicago. There is no need to bring up the obvious economy of scales ridiculing remarks ..I know. the point is that it's hard to institute a good work ethic into people who subsist on graft bribes and corruption. Why work when the 200.00 you would make in a month is barely enough to take a cab from sherimintievo 1 to sherimintievo 2 Work for the Russians (okay not all of them obviously ) is simply where they go during the day to drink and steal! And what ever you do don't go to a cop (mintee) if you are shakin down and not stirred...they are the poster children for corruption. Putin's ties to organized crime are legendary and while he doesn't lead the parade he issued them the permit to have it!

There's what Putin says and what Putin does...

I for one am hoping that he's a tyrant with a singular purpose. That is, to bring lasting freedom and liberty to Russia. I'd hate to see Russia backslide.
