Is it make-up?.. I thought so, but wasn't sure..how can you tell?

I'm just assuming he must be wearing makeup since his lips are red, but his cheeks aren't. You'd think they'd match better. Maybe he has some vitamin deficiency from drinking.

Or maybe his white hood has an overly large hole in front of his lips and they are sunburnt.
