They actually mailed out the ballots with the outer envelope marked "Forwarding Service Requested". So, if you had moved out of the area, and were no longer eligible to vote in the election, they wanted to make sure that you got your ballot so that you could vote in an election that you were not eligible to vote in...

I thought that was illegal????
Actually, I think it means they meant "Forwarding Order" so the mail would be returned with a new address, but I'm not sure it works the same way in King Co.
