well, if you knew anything about pinellas county, you'd understand that travesties tend to occur at higher frequencies in blatanly corrupt locales.
At the very least, it's an unwitting conspiracy of fools. Might be more than that, too.

But if you wanted to get a racket going that exploited vulnerable old people that had money, where would you go? North Dakota? Nebraska? No, you'd go to the snowbird capitals of AZ or FL.
