Jimmy Carter, that sorry excuse of a former US President, harshly criticized his own country and other wealthy states for being stingy with foreign aid and said in rich countries, "We really don't give a damn."

Carter said on Thursday, in a speech to a human rights conference in Atlanta, that increasing financial assistance was critical to battling malaria, AIDS and other common diseases that disproportionately affect the poorest parts of the world.

Carter actually said, "Unfortunately, in the rich countries like ours, we really don't give a damn."  Thus spoke Carter, the failed president who eventually won a Nobel Peace Prize in 2002.

Carter especially criticized the United States for failing to follow other Western nations that are increasing spending, saying, "Although America tops the foreign aid donor list in dollar terms, it falls behind the Netherlands, Canada and many other smaller, less affluent nations when contributions are measured on a per capita basis."

Carter contends that, "US foreign aid is approximately 0.18 percent of gross national product, the lowest of any G-7 nation and far below a 0.7 percent United Nations target that 22 of the world's developed nations have agreed to meet by 2015.  A handful have met the goal, while others such as Germany and Great Britain insist they will achieve it."

Carter laments, "We have not budged so far."

Like his new pal, Michael Moore, Jimmy Carter lies like a bad rug.  In criticizing the US for "failing to follow other Western nations," Carter alludes to socialist states with high tax rates, whose citizens privately donate dramatically less than the private citizens and non-government organizations (NGO) in the United States.

And what is this United Nations goal of 0.7 percent?  At the Earth Summit in Rio de Janeiro in 1992 (the Clintons again), the world's governments adopted a program for action under the auspices of the United Nations, named "Agenda 21."  Among other things, this program included an Official Development Assistance (ODA) aid target of 0.7 percent of gross national product (GNP) for roughly 22 members described as "rich nations."  So, the "roughly 169 poor nations" decided to tax the "roughly 22 rich nations" 0.7 percent of their GNP, what a deal.

With a gross national/domestic product of just under $11 trillion, the United States Government, in 2004, contributed approximately $25 billion or 0.22 percent of GDP to foreign aid, independent of private and NGO donations, which were estimated at a staggering $35 billion in 2004.  That's sixty billion dollars and doesn't include emergency  military assistance, such as that provided during the Tsunami.  And Jimmah says, "We really don't give a damn." That's just a stupid statement.

According to this article, Carter and the "world's governments under the auspices of the United Nations," want the United States Government to almost triple its current contributions. How much more?  Try more than $70 billion annually.  This number is independent of US  NGO, private and emergency military aid, which, when added, would place US aid contributions well over one hundred billion dollars annually.

Jimmah Carter is either deceitful, deceptive, dishonest or just plain dumb.  He's the Barney Fife of American Presidents.  And would you look at the thoughtful pose of the Nobel Peace Prize winner in the accompanying photograph.  I believe Jimmy Carter has truly lost his mind.

Mr. Carter is no Mother Teresa however he thinks of himself. A bitter little man who never has seen the greatness of his country let alone the greatness of the office he once held. Agenda 21 blinds many people, it is a shell game promoting UN largess but never really helping the people.

It seems a malaise has fallen over this failed ex-President. He is not just inept, he is a danger to the American people with his meddling and sell-out activity in various places, particularly North Korea and Venezuela.

Carter is a world-class nitwit. Here is a litle story about Jimmy as told by Brock Yates.

Yet no politician, from the president on down ever equaled the farcial performance produced by the greatest clown act ever to occupy the White House. The year was 1975 when the then-governor of Georgia Jimmy Carter was suiting up to run for president. Understanding that a NASCAR appearance was de rigueur among his constituents, his flunkies arranged for him to wave the green starting flag for the Atlanta, Georgia 500 - miler.

As Carter ascended the starter's platform, which was suspended over the high-banked speedway, he was greeted by NASCAR"S chief starter, the late Harold Kinder - a small, puckish man with a noted sense of humor. As the field of powerful race cars snorted out of the pits to form up for several pace laps, Kinder handed Carter the green flag and asked; "Governor, did they give you a jock?"

Puzzled by the question, Carter responded, "No. Why do you ask?"

Kinder frowned and shook his head with mock concern. "Good heavens, Governor, it's the suction. When these cars pass underneath us at 20 miles per hour, they create a vacuum so strong that it can suck a man's testicles clean out of his scrotum."

Photographs must still exist of the future President of the United States, his face creased with fear, flagging off the race with his legs crossed and his left hand firmly gripping his crotch. In the background can be seen Kinder with a broad smile on his face.

Definately a failed president, and looks like a failed person. His bitterness started when the Ortega gang fell in Nic back in the 1980's. He held them as "the greatest example of the book of Acts christian community" in our generation. That alone will tell you what a "wealthy" communist does with his spare time. How long can these fools live?

During the Carter presidency the Agency for International Development was metamorphosed into an institution dominated by a socialist and "human rights" philosophy. That meant more aid for favored governments and practically no aid for infrastructure or the private sector. In one case, the State Department human rights office ordered an end to the AID program in Thailand because some 100 students had been arrested and jailed for the act of lese majeste toward the Thai Royal Family (a historic no-no). The program was saved by diplomat toughguy Philip Habib who reminded Darien, Holdbrooke, et. al., that the Government of Thailand had been a friend of the USA for more than a century, and Washington would not throw away that friendship to appease some flakey left wing ideologues (and friends of Carter). Whether Habib had the approval of Secy of State Cyrus ("let a thousand flowers bloom") Vance, was never learned, but it seems he acted on his own initiative to stop the fatuous cabal from making an enormous mistake.

Habib could not stop, however, the packing of AID with young, ambitious left-wingers. After Carter, AID was never the same institution, and the years of throwing money down ratholes was a common practice abetted by left-wingers in the Congress.
