I'm not a local to that area, though I have been acquainted with people who went to work in LA and the surrounding areas.
Freeway "road rage" and "gang activity" and "random acts of violence" are really nothing new.
OPINION: What appears to be new here, in my opinion; are the shootings at people and vehicles who are just driving along and minding their own business.
OPINION-SPECULATION: Is it a gang-banger(s) jumping in and this is an initiation operation OR is it a freeway sniper with a focused agenda OR is it random acts of violence OR is it a combination of these things? I don't know.

ARTICLE SNIPPET: "Lieutenant Steve Lewis says southbound sections of both freeways were shut down while officers searched for evidence of a shooting, including possible shell casings.
The incident occurred in the same area as an April 24th shooting in which a 33-year-old motorist was shot in the neck while he drove northbound on Interstate Five and exited onto the Costa Mesa Freeway. That man is expected to survive.
Four people have died in a dozen such attacks in recent weeks."
