The Mike and Bravo tests in the Marshall Islands were 10 to 13 megatons. The flash was visible in Hawaii (I was living there at the time). It screwed with the electrical system that far away as well. There were no lasting EMP effects at that distance.
I seriously doubt that anyone has the technology in terms of boost capacity and yield to actually pull of the kind of EMP event that is being bandied about. It is more likely that a smaller device will be deployed in a haphazard fashion. Lots of damage, but hardly devastating to our civilization.
