The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

. Hong Kong has 1400 negative pressure hospital rooms due to SARS - US lacking

. Health professionals are losing jobs in America, hospitals are closing

. In 1992 there were 1700 qualified epidemiologists

. In 2003 there were 1400 qualified epidemiologists

. 42% of present hospital staff practicing epidemiology are not actually trained in it

. Border protection is a component of traditional national security

. 90% of all disease intelligence comes from the media

. The WHO budget is 400 million a year - they beg for $$

. Regarding Avian Flu (1997 - 2005):

1 75% fatality rate in humans

2 Mean age of deceased is 12

3 Antibiotics are useless in treating it

4 Tamiflu in minimally effective in its treatment

5 Kills pigs, ducks and tigers (who eat infected chicken carcasses)

6 Several cases are unsolved

7 Autopsies reveal lung hemorrhaging, encephalitis

. As of 2004, 45 million people had no health insurance and 75% of those were employed people

. Concern is if we don't help the countries struggling with these problems, it will eventually come back on us.

I agree. The harsh fact is that many hospitals are over-run with illegals and other non-paying clients.

U.S. Troops Thwart IED Attack; Detainee Dies at Camp Bucca

In other news, a detainee who was being held at Camp Bucca apparently died of natural causes.

U.S. Army soldiers patrolling Baqubah encountered insurgents who detonated an IED and unleashed small-arms fire. The Americans returned fire and wounded one attacker. The injured insurgent was taken to a coalition base for medical treatment. No U.S. soldiers were wounded in the attack.

Elsewhere, medics came to the aid of a 51-year-old male detainee at Camp Bucca who seemed to be suffering from seizures. “The detainee was quickly moved to the first aid station, where appropriate life-saving procedures failed to resuscitate him,” a coalition news release stated. A doctor at the aid station pronounced the detainee dead at 9:40 a.m. local time today.

The deceased detainee had been held at Camp Bucca since May 2004. The detainee’s remains will be transferred to his family after an autopsy is completed.

An investigation will be conducted into the circumstances of the detainee’s death. Camp Bucca is located in the southeastern region of Iraq and holds more than 6,000 detainees.

An Iraqi army unit discovered a weapons cache in the Baghdad's Salman Pak area on April 18.

The stockpile included mortars, rockets and two cars outfitted to serve as vehicle-borne improvised explosive devices. The Iraqi security forces-led mission involved elements from the Iraqi army, police and public order brigades.

Task Force Baghdad officials said the find will help thwart insurgents’ plans to intimidate the local populace and attack Iraqi security forces and coalition troops.

"This mission shows the effectiveness of our strategy to increase the capability of the ISF through deliberate partnership with U.S. forces,” said U.S. Army Maj. Daniel Cormier, operations officer for 2nd Brigade Combat Team, 3rd Infantry Division. “We are much more effective when conducting joint operations, which maximizes the strengths of all forces involved."

In a separate mission, U.S. soldiers nabbed 11 suspected insurgents during an April 18 raid conducted south of ad Dujayl, in Salah ad Din province. An Iraqi citizen told the soldiers that suspected insurgents in the area were selling weapons and making IEDs.

A search uncovered eight rocket-propelled-grenade rounds, two RPG launchers and materials for making IEDs. The detainees were taken to a coalition base for questioning.

Coast Guard intercepts boat of illegal Ukrainian immigrants off Port Salerno

PORT SALERNO — The U.S. Coast Guard detained seven Ukrainians and two boat operators after interdicting a sailboat heading in the St. Lucie Inlet during the weekend, federal officials said.

The guard intercepted the vessel during a routine check about 10:48 a.m. Sunday, said Art Bullock, a spokesman for the U.S. Customs and Border Patrol.
Bullock said federal authorities were investigating the incident and looking at whether there would be any criminal charges.

He said those aboard the sailboat were being held on a Coast Guard cutter because they never made it to land.

Bullock said he could release no other information about where the vessel had originated or those found on board. The Coast Guard declined to comment.
