The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

HAITI

May 26, 2005

This Travel Warning is being issued to warn American citizens of the continued dangers of travel to Haiti. Due to the volatile security situation, the Department has ordered the departure of non-emergency personnel and all family members of U.S. Embassy personnel. The Department of State warns U.S. citizens to defer travel to Haiti and urges American citizens to depart the country if they can do so safely. This Travel Warning supersedes the Travel Warning issued March 11, 2005.

Americans are reminded of the potential for spontaneous demonstrations and violent confrontations between armed groups. Visitors and residents must remain vigilant due to the absence of an effective police force in much of Haiti; the potential for looting; the presence of intermittent roadblocks set by armed gangs or by the police; and the possibility of random violent crime, including kidnapping, car-jacking, and assault. Due to concerns for the safety of its personnel, the Department has ordered the departure from Haiti of all U.S. Embassy non-emergency employees and all family members of American embassy personnel. American citizens who remain in Haiti despite this warning are urged to consider departing.

Travel can be hazardous within Port-au-Prince. Some areas are off-limits to embassy staff, including downtown Port-au-Prince after dark. The embassy has imposed a curfew from 9:00 p.m. to 5:00 a.m., which could change periodically. Staff members must remain in their homes or in U.S. government facilities during the hours covered by the curfew. The embassy has limited travel by its staff outside of Port-au-Prince and the ability to provide emergency services to U.S. citizens outside of Port-Au-Prince remains extremely limited. U.S. businesses continue to operate in Haiti, but take special precautions to protect their facilities and personnel. The UN stabilization force (MINUSTAH) is fully deployed and is assisting the government of Haiti in providing security. They have challenged violent gangs and have moved into some gang enclaves.

U.S. citizens who travel to or remain in Haiti despite this Travel Warning must remain vigilant with regard to their personal security and are strongly advised to register either online at https://travelregistration.state.gov/ibrs/ or contact the Consular Section of the U.S. Embassy in Port-au-Prince and enroll in the warden system (emergency alert network) to obtain updated information on travel and security in Haiti. The investigators don't expect a full report on the cause of the Salmonella outbreak in North Carolina until the end of this week.....I will update once they find the conclusive info. Hoping that there are no more deaths linked to this current outbreak. Prayers for those who have been affected.

Al-Qaeda Suspects Sought to Disperse Chemicals With Explosives, Says Expert in Jordan Trial

Thirteen al-Qaeda suspects on trial in Jordan intended to disperse unidentified chemical agents using “highly sensitive” explosives, an expert witness testified yesterday (see GSN, May 12).

“From experiments I conducted on the material and from defendants’ confessions, the plan was to cause a conventional explosion using common explosives to disperse chemicals encircling the explosives,” said Maj. Maan Abu-Nuwar, an explosives expert from Jordan’s intelligence agency.

An experiment conducted by the prosecution “led to a strong explosion and a poison cloud which spread over an area of 500 meters,” according to prosecutors.

The nine men in custody, along with Abu-Musab al-Zarqawi and three other fugitives, are accused of plotting what was intended to be al-Qaeda’s first chemical attack, according to Jordanian authorities (Jamal Halaby, Associated Press, May 30).

Musharraf says Pakistan will deport senior al-Qaida suspect to United States

May 31, 2005

ISLAMABAD, Pakistan (AP) - Senior al-Qaida militant Abu Farraj al-Libbi will be handed over to the United States for prosecution, President Gen. Pervez Musharraf said Tuesday, ending speculation that the military ruler would seek to try the Libyan-born terror suspect here for two attempts on his life.

"We are obviously going to deport him" Musharraf said during an interview on CNN. "We don't want him in Pakistan."

Accord in Bajaur to curb terrorists

KHAAR (Bajaur Agency), May 30: Political administration of the Bajaur Agency and Mamond tribesmen have reached a fresh agreement on denying shelter to terror suspects and Al Qaeda activists in the area. According to the agreement, tribesmen would take action against people who provided shelter to Al Qaeda militants or helped terror suspects.

The tribe would also impose a fine of Rs5 million on those found guilty of harbouring foreign terrorists, besides expelling them from the agency area along with their families. All actions to be taken against the protectors of terrorists would be in accordance with tribal customs and traditions.

The agreement was signed by about 150 tribal elders and maliks at a jirga held in the Khaar Rest House in the presence of people from one dozen tribes of the agency. The agreement made it binding on the Bajaur tribes deny shelter to undesirable elements or foreigners and to report any suspicious activity taking place in the area to the political authorities.

The security forces had arrested more than a dozen suspects during a crackdown on suspected elements in the agency earlier this month.

Sweeping changes proposed in OIC

ISLAMABAD, May 30: The Commission of Eminent Persons (CEP) of the Organisation of Islamic Conference (OIC) has proposed sweeping changes in the 57-member pan-Islamic body and recommended to change the name of the organization. The proposals, drawn up at the 2nd meeting of the CEP in Islamabad, were announced at a press conference here by Mr Ahmad Daud Oglo, a member of the Commission and special advisor of the Turkish prime minister on foreign affairs. Senator Mushahid Hussain, Pakistan’s representative to the CEP and chairman of Senate’s committee on foreign relations, also spoke on the occasion.

The two-day final meeting of the CEP opened here on May 28 to finalise recommendations for restructuring and revitalizing the OIC. The meeting was part of the OIC plan to implement a Pakistan-sponsored resolution entitled “Islam and the Muslim World in the 21st Century – The Path of Enlightened Moderation”.

“We have suggested that the name of OIC be changed because its objective is not to have just conferences and summits,” Mr Daud Oglo said as he summarized a host of recommendations made by the 16-member CEP. He said in view of the changed global realities a revision of the OIC Charter had also been proposed after 40 years.

Other proposals include strengthening of the position of the OIC secretary-general as well as the OIC secretariat in Jeddah. The creation of an education consortium to facilitate higher education and academic research has also been proposed.

Massive restructuring of the existing OIC departments, particularly the information department, and the establishing of new departments has also been recommended, Mr Daud Oglo disclosed.

“After the cold war and 9/11, the CEP believes there is need for new departments,” he said. These include departments of conflict resolution; strategic planning; NGOs and minorities; Islamophobia; and women’s development.

Proposals have also been made to address the question of financial support for restructuring the OIC. Asked how the financial aspect would be addressed effectively since half of the member countries did not pay their dues, Mr Daud said the Commission had suggested imposition of penalties to ensure that all member countries fulfilled their financial obligations.

“Penalties should be imposed on those member states who have defaulted,” he stated. Suspension of membership would be one of the penalties, he disclosed. Responding to a question he said during the meeting the need to evolve a mechanism for effective and timely implementation of decisions taken by the OIC was also stressed.

“One of the proposals is setting up a council of permanent representatives of the OIC to follow up on decisions taken by the Summit,” Mr. Oglo pointed out. The recommendations made by the CEP would be presented by the Chairman of the Summit Conference (Malaysia) to the Extraordinary OIC Summit to be held in December in Saudi Arabia, he said.

On the question of inclusion of non-Islamic countries with large Muslim populations in the OIC, Mr. Daud said: “That was discussed and it was decided that the membership criteria will continue to preserve the Muslim character of the OIC.” However, he said the question of attaining an observer status was a different matter. At this point Senator Mushahid Hussain also intervened to say: “Only countries with a Muslim majority will continue to be members of the OIC.” Both Mr. Oglo and Senator Hussain underscored the need for the OIC to take a unified stand on issues and work towards a collective response to the challenges facing the Muslim world.

“What has been missing in the past has been an organized response and the effort now is to focus on that,” Senator Hussain said. Referring to the challenge of democracy in the Muslim World he pointed to the gap between the ruler and the ruled. “Democratic path is the path forward,” he declared.

At the outset Senator Mushahid Hussain pointed out that it was the first serious initiative on reform and restructuring since the inception of OIC in 1969. Emphasising the need to transform OIC into an effective spokes body of the Islamic Ummah he said a major outcome of the meeting had been the proposal of establishment of a Think Tank to take up issues in a coordinated manner.

“What we do will have a larger resonance because of the impact and linkages of issues in this global, interdependent world,” he stated. Summing up the proceeding of the final CEP meeting he said it identified specific challenges facing the Muslim world.—Q.A

Iranian man arrested in attempted smuggling case

PHOENIX A 39-year-old Iranian man has been arrested for allegedly trying to smuggle other Iranians into the United States through Mexico.

The U-S Attorney's Office in Phoenix says Zeayadali Malhamdary was arrested Thursday in the parking lot of a Mesa tailoring business he owns.

The F-B-I began investigating Malhamdary after a source told immigration officials that Malhamdary had sought help getting false Mexican visas so he could bring Iranians into Mexico.

The feds say he then intended to bring them across the border into Arizona.

During a court appearance today, an innocent plea was entered on Malhamrary's behalf.

Iranian man arrested in attempted human smuggling case May 31, 2005, 06:34 PM

A 39-year-old Iranian man has been arrested for allegedly trying to smuggle other Iranians into the United States through Mexico.

Zeayadali Malhamdary was arrested on Thursday in the parking lot of his tailoring business in Mesa, according to a probable cause statement released by the U.S. Attorney's Office on Tuesday.

At his arraignment Tuesday afternoon at U.S. District Court here, a plea of not guilty was entered on Malhamdary's behalf. His detention hearing was continued until Thursday.

The FBI began investigating Malhamdary, a legal permanent resident of the United States, after a source told immigration officials that Malhamdary had sought help getting false Mexican visas so he could bring Iranians into Mexico and then across the border into Arizona.

The source also told investigators that Malhamdary had asked for help bringing his sister into the United States. According to the probable cause statement by FBI Agent Aaron Kellerman, the source didn't help him, but the sister did arrive in Arizona.

Federal prosecutors say Malhamdary had previously smuggled about 60 Iranians into the United States.

An undercover agent was introduced to Malhamdary and allegedly negotiated plans to get false Mexican visas placed on Iranian passports so the Iranians could enter Mexico and then be smuggled across the border into Arizona.

Malhamdary flew to Tehran, Iran, in March, allegedly to get the passports of the Iranians he planned to smuggle in the United States, Kellerman said in the statement.

In late March, the undercover agent was given three passports.

Malhamdary allegedly told the undercover agent in May that he had eight more people who wanted to be smuggled into the United States.

The undercover agent on Thursday met with Malhamdary and agreed to pick up three Iranians in Mexico City and then to bring them to Nogales, Mexico, and arrange to have them smuggled across the border, Kellerman said in his statement.

When he was arrested, Malhamdary allegedly told investigators that he wanted to bring Iranians into the United States so they could seek refugee status. No one answered the phone at his tailoring business on Tuesday afternoon.

If convicted of the three attempted smuggling charges, Malhamdary could face up to 10 years in prison and a $250,000 fine on each of the counts.

Two bodies found in Pakistan tribal region with note warning against spying for U.S.

LADHA - Pakistani security forces found the bodies of two men in a remote northwestern village near Afghanistan on Tuesday with a note warning residents against spying for U.S. soldiers, officials said.

It was not immediately clear who killed the pair and threw their bodies on a dirt road on the outskirts of Ladha, a town in the North Waziristan tribal region where Pakistani troops have been hunting al-Qaida-linked militants. A government official, Mohammed Khan, said authorities were investigating.

"Yes, we have found these bodies, but we don't know who killed them," he said, without giving any other details.

However, a security official blamed militants who have killed several pro-government tribal elders in North and South Waziristan, bordering Afghanistan. He spoke on condition of anonymity.

The killing came two days after assailants ambushed a vehicle carrying Malik Faridullah Khan, a prominent pro-government tribal elder, killing him, his driver and another man in South Waziristan.

Khan, a former government minister and member of the Pakistani senate, was targeted a day after he chaired a meeting of the tribal elders in the region, and vowed to extend full support to the army against al-Qaida militants.

No one claimed responsibility for Khan's killing, but Mohsin Shah, a government official in the region, said they had rounded up 16 suspects in an effort to trace and arrest those who killed him.

Pakistan is a key ally of the United States in its war on terror and it has deployed about 70,000 troops in the North and South Waziristan tribal regions to flush out al-Qaida militants and their local supporters.
