The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

Ex-Taliban Insurgents Pledge Allegiance to Afghan Government

WASHINGTON, May 28, 2005 – Two ex-Taliban insurgents this week began the process of formally renouncing violence and swearing reconciliation to the duly elected government of Afghanistan.
They are taking part in the government's Takhim-E Solh, or Strengthening Peace, program. Takhim-E Solh grants amnesty to mid- and low-level insurgents who agree to stop fighting and peacefully enter into civil society.

Coalition officials explained the program aims to break the cycle of violence that plagues Afghanistan, enabling the country to build a more safe and prosperous future.

Only mid- and low-level insurgents are eligible for the program. High-level Talibans and individuals accused of war crimes are deliberately excluded. Takhim-E Solh petitioners must pledge loyalty to the government of Afghanistan and renounce violence against Afghan and coalition forces

Amir and Ismail both expressed a desire to return to their homes and work within the law, officials said.

"From the beginning. I have never had anything to do with those people (insurgents) and have had nothing against the government and coalition," Amir said in a statement signed during his initial interview with Afghan and coalition forces.

Takhim-E Solh is based on trust, but not blind trust: Petitioners must undergo background checks to ensure that they are not accused of any serious crimes against the Afghan people or coalition forces.

Takhim-E Solh "is a vital tool for the government of Afghanistan as it continues the difficult process of rebuilding this war-torn nation," says U.S. Army Brig. Gen. James G. Champion, deputy commanding general for operations for Combined Joint Task Force 76.

Ex-Taliban and other former fighters need to "know they can come back home so long as they accept the democratically elected government here," he noted. "A lot of individuals may fear they or their families will be imprisoned if they return, but that's clearly not the case."

Also in Afghanistan, Afghan and coalition forces May 27 killed a man who attacked an allied patrol with small arms fire. The man was riding a motorcycle east of Shinkay when he initiated his attack. The patrol returned fire, killing the man.

Afghan and coalition forces are conducting a number of patrolling operations near Shinkay and in the Zabul province. These patrols are designed to disrupt insurgent activity, thereby helping to build a safe and stable environment for Afghans.

Radioactive water leak reported at Czech nuclear plant near Austrian border

About 800 gallons of radioactive water leaked at troubled nuclear power plant near the Czech border with Austria, an official said Saturday.

The leak in the village Temelin did not contaminate the environment and posed no danger to employees, plant spokesman Milan Nebesar said.

He said the water leaked late Friday at the plant's second unit, currently shut down for routine maintenance and fuel replacement.

Nebesar said that the water, used for cooling, went through a special sewage system and was contained in a tank.

The unit was expected to be back on line around June 20, but could be restarted later due to the leak, he said.

The plant's first unit was running at full capacity Saturday.

Construction of the plant's two 1,000-megawatt units, based on Russian designs, started in the 1980s. The reactors later were upgraded with U.S. technology, but they have remained controversial because of frequent malfunctions.

The facility, 60 kilometers (35 miles) north of the Austrian border, has been a source of friction between the two countries. Environmentalists in Austria demand it be closed, while Czech authorities insist it is safe.

QUETTA, Pakistan (AP) - A bomb exploded near a police station and assailants fired rockets at paramilitary troops in attacks in southwestern Pakistan, police said Sunday. No injuries were reported.
The bomb shattered windows Saturday night at the police station in Mach, a town near Quetta, capital of the restive Baluchistan province, according to a provincial police chief. In two other attacks the same night, assailants fired rockets at paramilitary troop in the towns of Mand and Kohlu, but the rockets missed.

Osama Not Behind World Terror
Claims Pakistani President: Pervez Musharraf

Pakistan President Pervez Musharraf believes that al Qaeda chief Osama bin Laden is not powerful enough to be the key behind world terror today.

He said that it seems unlikely that Osama, while sitting in mountains running along the Pakistan-Afghanistan border, is controlling things in Iraq, Palestine, Afghanistan and Pakistan.

Suggesting that Pakistan was not shielding Osama, the Pakistani President said there might still be people harbouring the al Qaeda chief for other reasons than money and not telling.

"However, I think we are better off and better placed now," the Daily Times quoted Musharraf as saying in an interview with German weekly Der Spiegel

Denying the US forces' presence in Pakistan, Musharraf said that American intelligence personnel were in the area but no soldiers.

He said that Pakistan would not be affected by the anti-US wave generated among the Muslim world following the incidents of Quran desecration at Guantanamo Bay. "Anti-Americanism had a certain time limit, but Pakistan had a strategic direction, which would not be affected by it," he reportedly told the German paper.

He, however, added that the revelations of abuse of Holy Book did create problems and would create more in case further disclosures were made.

DETAINEE LEADS TASK FORCE LIBERTY SOLDIERS TO CACHES NEAR TUZ

TIKRIT, Iraq – A suspected weapons smuggler led Task Force Liberty Soldiers to a pair of cache sites near Tuz on May 28. Soldiers from the 278th Regimental Combat recovered 75 60mm mortar rounds, two 81mm mortar rounds, two mortar tubes, one rocket-propelled grenade launcher, 17 RPG rounds and five anti-tank mines at the two sites.

The individual described the cache sites during questioning after being detained the day before with another suspect for smuggling weapons and improvised explosive device-making materials on a donkey outside of Tuz in Diyala Province. Two mortar tubes, two RPG anti-tank rounds, four mines and a large number of devices used to trigger IEDs were packed on the donkey.
