The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

SCHOOLCHILDREN IN KAZAKHSTAN TOLD PRAYER "CAUSES DEATH" AND "TURNS THEM INTO SUICIDE BOMBERS"

KAZAHKSTAN (ANS) -- Teachers north of Astana, the capital of Kazakhstan are putting pressure on children not to attend Protestant prayer meetings, telling children that prayer "can even cause death," ASSIST News Service (ANS) has learned.

Children who attend prayer meetings are kept behind after school for
"educational talks" in which they have been told that they are being turned into "shahids and zombies." (The Islamic term "shahid" is frequently used in former Soviet countries to describe suicide bombers.)

Parents have been ordered by teachers not to take their children to prayer meetings. The head of the regional Education Department has confirmed to Forum 18 News Service that she ordered "educational work" with children who attend prayer meetings, and also that the national Education Ministry orders officials "at every meeting" to stop children going to church. Religious believers in Kazakhstan link these ongoing actions of the Education Ministry with current parliamentary moves to seriously restrict the religious freedom of all faiths.

Igor Rotar, writing for Forum 18 News Service, says the authorities in the village of Krasnoyarka, 70 kilometres (45 miles) north of the capital Astana, are putting pressure on schoolchildren who attend Christian prayer meetings.

Igor Tsai, pastor of the Protestant Agape church in Astana, told Forum 18 on 9 May that teachers are conducting atheist propaganda during lessons. For example, teachers have told 8 year old children that it is very harmful to
pray and that it "can even cause death."

After school, children who attend prayer meetings are kept in school for "educational talks" by teachers, during which the children are told that they are being turned into "shahids and zombies." The Islamic term "shahid" is frequently used in former Soviet countries to describe suicide bombers.

Almost all the Protestant parents in Krasnoyarka have been told by teachers not to take their children to prayer meetings. Tsai believes that the teachers' actions have been carried out on the orders of higher authority. "The authorities dislike our church. In April this year, when we applied for state registration, as part of the process the authorities told church members to state not only their place of work, but also which political parties they supported, but also their hobbies and even their zodiac sign."

Being asked to name their zodiac sign is offensive to Christians, who do not believe in horoscopes.

Olga Mozhayeva, head of the Education Department of Tselinograd district,
which includes Krasnoyarka, admitted to Forum 18 in Astana on 19 May, that she had ordered "educational work" with children who attend Protestant prayer meetings.

"We have received reports that the Protestants have been working actively with children, and have also been engaged in charitable work. They are distributing expensive presents, which people cannot afford, only to families whose children attend church," Mozhayeva claimed. She produced no evidence for her claims.

According to Mozhayeva, the headteacher of Krasnoyarka school has been told to offer more out-of-school clubs to dissuade schoolchildren from going to church. However, Mozhayeva categorically denied that she had told the head to engage in atheist propaganda.

"That was on the personal initiative of the Krasnoyarka teachers," she insisted to Forum 18. "If the teachers really did tell the schoolchildren such nonsense about believers, they will be punished. We will launch an investigation."

Mozhayeva confirmed earlier information that the national Ministry of Education and Science has told teachers to try to stop schoolchildren from
attending churches.

"There has been no official order. But we are told this at every meeting," she told Forum 18. "We cannot prevent a schoolchild from attending church. But we do have the authority to set up out-of-school clubs meeting a range of interests, so that a child will have neither the time nor the desire to attend church."

The Ministry of Education and Science has earlier issued a written instruction to head teachers "not to permit teachers or pupils to visit religious associations and confessions," forced schoolchildren in central Kazakhstan to answer a questionnaire about their religious beliefs and whether they attend a place of worship, banned under-18s from going to places of worship or Sunday School, as well as ordering compulsory "educational work" with children who disobey the ban.

This is illegal under Kazakh law and was thought then to be part of a wider increase in state action against religious activity in Kazakhstan (see F18News 20 January 2005 www.forum18.org/Archive.php?article_id=494).

Aleksandr Klyushev, head of the Association of Religious Organizations of
Kazakhstan, linked the problems in schools with current parliamentary moves to restrict religious freedom for all faiths (see F18News 3 May 2005

"We can interpret the education ministry initiatives as part of a deliberate policy by the state to restrict believers' rights," he told Forum 18 in Astana on 19 May.

HAITI

This Travel Warning is being issued to warn American citizens of the continued dangers of travel to Haiti. Due to the volatile security situation, the Department has ordered the departure of non-emergency personnel and all family members of U.S. Embassy personnel. The Department of State warns U.S. citizens to defer travel to Haiti and urges American citizens to depart the country if they can do so safely. This Travel Warning supersedes the Travel Warning issued March 11, 2005.

Americans are reminded of the potential for spontaneous demonstrations and violent confrontations between armed groups. Visitors and residents must remain vigilant due to the absence of an effective police force in much of Haiti; the potential for looting; the presence of intermittent roadblocks set by armed gangs or by the police; and the possibility of random violent crime, including kidnapping, car-jacking, and assault. Due to concerns for the safety of its personnel, the Department has ordered the departure from Haiti of all U.S. Embassy non-emergency employees and all family members of American embassy personnel. American citizens who remain in Haiti despite this warning are urged to consider departing.

Travel can be hazardous within Port-au-Prince. Some areas are off-limits to embassy staff, including downtown Port-au-Prince after dark. The embassy has imposed a curfew from 9:00 p.m. to 5:00 a.m., which could change periodically. Staff members must remain in their homes or in U.S. government facilities during the hours covered by the curfew. The embassy has limited travel by its staff outside of Port-au-Prince and the ability to provide emergency services to U.S. citizens outside of Port-Au-Prince remains extremely limited. U.S. businesses continue to operate in Haiti, but take special precautions to protect their facilities and personnel. The UN stabilization force (MINUSTAH) is fully deployed and is assisting the government of Haiti in providing security. They have challenged violent gangs and have moved into some gang enclaves.

U.S. citizens who travel to or remain in Haiti despite this Travel Warning must remain vigilant with regard to their personal security and are strongly advised to register either online at https://travelregistration.state.gov/ibrs/ or contact the Consular Section of the U.S. Embassy in Port-au-Prince and enroll in the warden system (emergency alert network) to obtain updated information on travel and security in Haiti. This Public Announcement is being issued to remind U.S. citizens of the potential for terrorist actions in Uzbekistan and urge U.S. citizens to limit unnecessary travel to Andijon province because of security concerns following recent violent demonstrations. This Public Announcement supercedes the Public Announcement of May 6, 2005, and expires on October 26, 2005.

The United States Government has received information that terrorist groups may be planning attacks against U.S. interests in Uzbekistan in the near future. Supporters of extremist groups such as the Islamic Movement of Uzbekistan, Al-Qaida, the Islamic Jihad Group, and the Eastern Turkistan Islamic Movement continue to remain active in the region. These groups have expressed anti-U.S. sentiments and may also attempt to target U.S. Government or private interests in Uzbekistan. The Department of State urges Americans in Uzbekistan to exercise extreme caution, including avoiding large crowds, celebrations, and places where Westerners generally congregate.

Uzbekistan experienced a wave of extremist violence in 2004. Three suicide bombings occurred in July 2004 in Tashkent, including one outside the U.S. Embassy. Other targets included the Israeli Embassy and the Uzbekistani Prosecutor General’s Office. The Islamic Jihad Group released a statement claiming responsibility for these attacks.

Multiple attacks also occurred in Tashkent and Bukhara in late March and early April 2004. These attacks used suicide bombers, mainly focused at police and Uzbek private and commercial facilities. In late July, approximately 15 people pled guilty in an Uzbekistan court to charges related to the attacks. The Islamic Jihad Group also claimed responsibility for these operations.

In 2003, the U.S. Embassy received information indicating that terrorist groups had planned attacks against hotels in Uzbekistan frequented by Westerners, as well as against other institutions affiliated with or representing foreign interests.

Terrorist groups do not distinguish between official and civilian targets. As security is increased at official U.S. facilities, terrorists and their sympathizers seek softer targets. These may include facilities where Americans and other foreigners congregate or visit, such as residential areas, clubs, restaurants, places of worship, schools, hotels, outdoor recreation events, resorts, beaches, maritime facilities, and planes.

In addition, on May 13, armed militants stormed a local prison, released its prisoners, and then took control of the regional administration and other government buildings. By the end of the day fighting broke out between government forces and the militants. There were reports indicating that several hundred civilians died in the ensuing violence. There were no reports of U.S. citizens who were affected by these events.

Although the city is reportedly calm at the present time and all registered American citizens in Andijon have reported with the Embassy, Americans are advised to limit unnecessary travel to the Andijon province due to small pockets of unrest. Some U.S.-sponsored or supported humanitarian organizations have decided at this time not to return to Andijon.

Other U.S. government agencies continue to operate and travel normally throughout the region. According to the Uzbek Ministry of Foreign Affairs, border crossings and all airports, except in Andijon, are currently open.

The U.S. Embassy in Tashkent continues to employ heightened security precautions. U.S. citizens should report any unusual activity to local authorities and then inform the Embassy.

The Uzbek Government maintains travel restrictions on large parts of the Surkhandarya province bordering Afghanistan, including the border city of Termez. Foreign citizens intending to travel to this region must obtain a special permission card from the Ministry of Foreign Affairs, the Ministry of Internal Affairs or Uzbek embassies and consulates abroad.

Americans traveling to or remaining in Uzbekistan are strongly urged to register with the nearest U.S. Embassy or Consulate through the State Department's travel registration website, https://travelregistration.state.gov, and to obtain updated information on travel and security within Uzbekistan. Americans without Internet access may register directly with the nearest U.S. Embassy or Consulate. The U.S. Embassy in Uzbekistan is located at 82 Chilanzarskaya St., Tashkent, Uzbekistan 700115. Report: Abu Nidal made millions in coupon scam

WHILE most Americans use food coupons to save a few
cents on a box of cereal or a can of coffee, terrorists
such as Abu Nidal have raised as much as $100 million a
year in a coupon scam, according to a story in
Sunday's New York Post.
American marketers routinely print coupons in
newspapers to entice consumers to buy their products. It
adds up to a $5 billion-a-year business.
The fraud works this way: Newspapers are purchased
by the pound from paper recyclers. Coupons are clipped,
then turned over to shady supermarkets. Acting as
middlemen for a percentage of the take, the markets
redeem the coupons as if the actual sales had taken
place.
In effect, a postal inspector told the New York
paper, corporate America is underwriting terrorism.
It was not clear how the fraud was detected,
although the newspaper said investigators found grocery
stores that redeemed coupons for more products than their
sales justified.

Thanks RR. As a member of the baby boomer generation, I'm really starting to feel old. My middle son is getting married in the fall and my youngest is graduating high school next week. A lot of exciting stuff going on.... but that empty nest syndrome is definitely setting in.
