The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

Anti-U.S. protests spread across Afghanistan

KABUL — The biggest anti-U.S. protests since the fall of the Taliban spread across Afghanistan Thursday, as unrest sparked by alleged abuse of the Koran at the U.S. jail in Guantanamo Bay left three more people dead.

Seven people have been killed and at least 76 injured during three days of violent demonstrations, all of them in clashes with security forces and police in conservative towns east of the capital Kabul.

Announcement Calls on the Mujahideen in Syria to Form Cells

An announcement issued today, May 12, 2005, on the Tajdeed forum, a UK-based message board affiliated with Mohammed al-Massari, titled: “Announcement to the Mujahideen in ‘al-Sham’ (Syria),” urges the formation of terrorist cells in order to overthrow the Ba’athist Party currently in power in Syria and fight the “American devil”.

The message predicates its call upon information that “enemies are working hard for their interests and we have to sacrifice for our religion and we have to work harder than them….” and calls upon “everyone who is able to do their duty” and “go to nearby fields to learn (military) experience and make use of it in the future.” Cells are to form which will inevitably coalesce into one large group, and as the announcement posits: “formation in jihad is a fundamental thing and it is a power because it is a system.”

In addressing the formation of the cells, “they should be made up of five and should be completely separated from each other. What ties them together is one brother and he can have a deputy or two for emergency. And no one should know the others names, only by nicknames or movement names (nom de guerre).”

Further, as a final plea, the announcement states: “We have long waited brothers, too many young men are worried about religion but they lack mobilization.”

Message Lauds the Murderer of Theo Van Gogh and Warns Others who Desecrate Islam

A message posted on the Tajdeed forum, a UK-based message board affiliated with Mohammed al-Massari, May 12, 2005, titled: “A Picture Encourages You to Kill… The Captured Hero: The Moroccan; Only for those over 18 years of age,” congratulates Mohammed Bouyeri, the 26-year old Moroccan who murdered Dutch filmmaker Theo Van Gogh in the morning of November 2, 2004. Van Gogh had released a film earlier in the year which depicted violence against women in Islamic societies; the image atop, provided in the message, is one such scene from the film, showing a Muslim woman in a transparent dress with Qur’anic script across her body.

The author of the message cites the killing as a “heroic thing,” and justifies this label by dehumanizing Theo Van Gogh, “the Dutch infidel director… that hurt the heavenly religion” as deserving of death “like a fly.” Further, the message urges for praise and prayers to be directed toward Bouyeri, now incarcerated in a Dutch jail, and the “mother who gave birth to this Moroccan because the Dutch infidel director deserved to be killed.”

Addressing others who seek to act as Van Gogh, who had “hurt the heavenly religion,” the actions of Bouyeri are to provide “a lesson to every dirty infidel because there are too many like this young man. Do not provoke those who will give his life for (killing you) with honor.”

Banned group’s leader held

MANSEHRA, May 11: A local leader of the outlawed Harkatul Mujahideen has been arrested under the Anti-Terrorist Act and police claimed to have found automatic weapons in his possession. Mujahid Mohyuddin, 34, was held during a reception for Maulana Fazalur Rehman near the Government Postgraduate College on Monday. Upon Fazalur Rehman’s arrival, Mohyuddin resorted to aerial firing. He resisted attempts by the police to stop him from firing. But he was later overpowered and placed under arrest. A police search found two 30-bore pistols in his possession.

A search of his pick-up (license plate No.AJK-6061), yielded a sten-gun and 168 rounds of ammunition.

A case was registered against him under sections 6/7 and section 11 EE of Anti-Terrorist Act late last night at the Model police station in Mansehra city. Mohyuddin was presented before an Anti-Terrorist Court in Abbottabad on Tuesday.

Mohyuddin had been living in Nara Doga area of upper Tanawal area with armed bands of militants. He, along with other militants of the banned outfit and workers of JUI (F), had stormed the district court in Mansehra in a protest at the results of NA-20, Mansehra-I and PF-55, Mansehra-III during the last general elections. Their action came in response to the electoral defeat of Maulana Ghulam Nabbi Shah and Mufti Kifayatullah, both MMA candidates.

Mohyuddin is believed to have hoisted the flags of banned jehadi outfits on the courtroom of the returning officer of NA-20 and his colleagues had laid siege to the courtroom of the returning officer of the PF-55 constituency. Mohyuddin earned fame after he, with the help of his armed cohorts, forced some criminals of the area to surrender. He, however, developed enmity with the criminals of Tanawal area.

Two months ago, Harkat militants and the JUI (F) workers again stormed the courts, when an additional sessions judge of Mansehra rejected the pre-arrest bail of Mohyuddin in a firing case. The militants used abusive language against the judges in their speeches. Mohyuddin was later set free.

He had hurled threats against the opposition leader in the NWFP Assembly, Shahzada Mohammad Gustasap Khan, who had condemned the storming of the courts and the verbal abuse faced by the judges.

I got out of the city just in time -- made it home by 6:30. I didn't even know about the fire until I just saw the 11:00 news! Seems awfully suspicious. Should be fun tomorrow.

ALGERIA: NEW AL-QAEDA CELL SEEKING SALAFITE ALLIES

Algiers, 11 May (AKI) - A statement published on several Islamist internet forums has announced the creation of a new al-Qaeda cell in Algeria. In the document, signed by previously unknown Abu Suheib Maliani, there are references to forming an organised group called al-Qaeda of the Jihad in Algeria. The name takes its lead from Jordanian militant Abu Musab Al-Zarqawi, who calls his group al-Qaeda of the Jihad in Iraq.

The signatories appear to be seeking to become the officially designated al-Qaeda cell in Algeria and are asking the combatents of the Salafite Islamist formations hiding in the mountains to join a "new project" and not to accept the Algerian government's offer of a pardon.

In the threatening message, the militants outlined their terrorist objectives: "From day one we say that we are not responsible for attacks on innocent people and Algerian civilians. Our targets are Jews, Christians, important figures, embassies and foreign interests - they are the real objective we ask the nation to unite against and to strike wherever they are".

Center to study terrorism
Duke, UNC-CH, RTI will look at ways to prevent attacks

Researchers and scholars from Duke University, UNC-Chapel Hill and RTI International will work together to study terrorism and look for strategies to prevent attacks. The collaborative effort marks a new push in terrorism research in the Triangle, where the new Center on Terrorism and Homeland Security was announced Monday by Duke. Across the country, universities have established institutes to capitalize on the flow of federal dollars for homeland security research since the Sept. 11, 2001, attacks.

The Triangle center, based at Duke, will focus on the study of military, diplomatic and domestic counterterrorism strategies and policies for protecting against attacks.

David H. Schanzer, a government lawyer and former Capitol Hill staff member, has been hired to plan the new center.

Schanzer said Monday that the Triangle is an attractive base to develop expertise in homeland security because of the area's large universities, RTI and technology companies in Research Triangle Park.

"We really hope to bring together people working in a large array of fields," Schanzer said in a telephone interview.

At the universities, he said, faculty and graduate students in law, public policy, medicine, nursing, public health and journalism will work on issues such as cybersecurity, bioterrorism, emergency response and the causes of terrorism.

Other topics include the tactics of terrorist organizations, the politics of the Middle East and the effectiveness of military, diplomatic and law enforcement methods to combat terrorist organizations.

The center will also take advantage of the expertise at RTI in Research Triangle Park to seek federal funds for research on homeland security. That will likely involve partnerships with private companies that develop security technology.

Schanzer served since 2003 as the Democratic staff director of the House Select Committee on Homeland Security and as principal adviser to former U.S. Rep. Jim Turner of Texas, who was the ranking Democrat on the committee. Previously, he was legislative director for U.S. Sen. Jean Carnahan, a Democrat from Missouri, and special counsel in the Office of General Counsel at the U.S. Department of Defense. He has undergraduate and law degrees from Harvard University.

Schanzer will teach one public policy course each semester, alternating between Duke and UNC-CH.
