The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

This Public Announcement is being issued to alert Americans to recent terrorist attacks in Egypt. This Public Announcement expires on August 3, 2005.

On April 30, there were two terrorist attacks in Cairo, one near the Egyptian Museum and the other near the Citadel. Nine people, including foreigners, were reported injured and all three assailants killed. The Government of Egypt believes that both attacks were linked to the April 7 bombing in the Khan El Khalili bazaar that killed four individuals, including an American. There were also attacks on three tourist sites, including a Western-owned hotel, in the northeast Sinai in October 2004 resulting in 34 deaths.

American citizens should maintain a heightened awareness of their surroundings and should not linger amidst groups of tourists in public areas. All U.S. citizens are strongly urged to avoid crowded tourist areas in Cairo until the current threat environment diminishes. Any suspicious behavior should be reported to authorities.

U.S. citizens in Egypt are urged to register and update their contact information at the U.S. Embassy or through the Department of State’s travel registration website at https://travelregistration.state.gov. This Public Announcement is being issued to remind U.S. citizens of the continuing serious security situation in Guatemala. This Public Announcement expires on November 3, 2005.

U.S. citizens are urged to be especially aware of safety and security concerns when traveling in Guatemala. Although the majority of travelers visit Guatemala without mishap, violent criminal activity on the highways in Guatemala continues, and the number of armed robberies on city streets and in private homes is increasing. Crimes against foreigners have included murder, rape, and armed robbery. Criminals in Guatemala are extremely opportunistic; all travelers should remain vigilant and take appropriate measures to limit risk and losses. Assailants often respond violently if they perceive resistance from their victims.

Robberies in homes occur when criminals impersonate delivery personnel or repairmen, or forcibly accompany guests or family members through an open gate to gain entry to a home. Urban bandits operate freely on city streets, including major hotel and restaurant districts, and use a variety of weapons to steal briefcases, laptop computers, purses, and backpacks.

Although fewer highway robberies have been reported recently, violent criminal activity on the highways in Guatemala continues and tourists, among others, have been targeted. Buses of all categories, tour vans and private vehicles have been stopped, with drivers and passengers robbed, sometimes violently. Armed robbers have intercepted vehicles on main roads in broad daylight. Highway bandits have committed rape in the commission of robberies.

The most common highway robberies involve pickup trucks pulling up next to the victims' moving vehicle with occupants brandishing weapons, or impromptu blockades on isolated roads forcing vehicles to stop. Travel on secondary roads increases the risk of encountering a criminal roadblock; robbers have used mountain roads advantageously to stop buses, vans and cars in a variety of ways. The roads around Lake Atitlán that connect the neighboring towns have little security and visitors have been stopped and robbed.

Gangs are a growing concern, both in Guatemala City and in rural Guatemala. Gang members are often well-armed and prone to unprovoked violence. Gangs are believed to be responsible for a substantial increase in violent robberies on inter- and intra-city buses; U.S. Mission personnel are not permitted to travel on these buses. Mission personnel continue to observe heightened security precautions in Guatemala City and on the roads outside the capital city.

There is little evidence of effective investigation of these crimes or arrest and prosecution of the perpetrators. The police suffer from corruption, inexperience and lack of funds, and the judicial system is weak, overworked, and inefficient. Criminals, at times armed with an impressive array of weapons, know there is little chance they will be caught and punished. In some cases, assailants have been wearing full or partial police uniforms and have used vehicles that resemble police vehicles, indicating some elements of the police might be involved.

Large demonstrations occur throughout Guatemala, often with little or no notice. Most demonstrations are peaceful. However, even if the police are present, crowd control can be haphazard or spotty. Because demonstrations can become violent without warning, travelers should avoid large crowds and public gatherings that lack sufficient security. Blocking of highways and seizure of public facilities, occasionally including the international airport, is a common tactic, and demonstrators may keep tourists caught behind blockades from leaving.

U.S. citizens who are victims of crime are urged to contact the Consular Section of the Embassy for advice and assistance. Steven Michael Ekberg, 22, faces up to 10 years in prison for unlawful possession of the substance. He was arrested after someone phoned in a tip to police. Agents who searched his home found a cardboard box of chemicals, including three vials that tested positive for ricin. They also found a submachine gun and two semiautomatic rifles.

Authorities have previously declined to comment on how Ekberg got the ricin, a toxin derived from castor beans."

LETTER TO ZARQAWI SEIZED IN RAID

BAGHDAD, Iraq – During an April 28 raid in Baghdad, forces from Multi-National Forces - Iraq seized a letter written by Abu Asim al-Qusaymi al-Yemeni, a member of Qa’idat al-Jihad Fi Bilad Al-Rafidayn, or QJBR, addressed to “the Sheik.” Analysts believe the letter, dated April 27, 2005, was meant for Abu Musab al-Zarqawi, because many of his close followers refer to him as “the Sheik.”

While the letter advocates Jihad and praises “the Sheik” for being “a thorn in the mouth of the Americans,” the main purpose of the letter is to address low morale, weakening support for the Jihad, and the incompetence of many of the Mujahideen leaders. The author also admonishes the “the Sheik” for abandoning his followers since Fallujah. The letter written by Abu Asim al-Qusaymi al-Yemeni is attached.

Along with the letter, an undated document was found listing targeting information and sketch maps for kidnappings and bombings.

Due to the continuous pressure by Iraqi and Coalition forces, Zarqawi relies on his cell leaders to conduct operations while he is forced to evade being killed or captured.

During the raid, MNF-I forces also killed five terrorists and captured three. Abu Rayyan, one of the five terrorists killed by Coalition forces, was the Saudi leader of a Baghdad-based vehicle borne improvised explosive device cell. Abu Rayyan also served as the lieutenant to the terrorist, Abu al Abbas, who is allegedly responsible for planning the attack on Abu Ghraib in early April.

Documents, weapons, ammunition and fake identification cards were found in the possession of the cell members as well as inside the buildings in which the terrorists were operating. Those captured in this raid are providing information on the composition and intentions of a significant support and operations cell associated with Abu Musab al-Zarqawi.

No Coalition forces were injured or killed during this raid.
