The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Full Story

We now know more about an alleged attack that triggered an increased national threat level last summer.

That's when U.S. officials said they had uncovered a plot targeting financial institutions. The plot involved bombs, banks and British nationals.

The detail was startling, the targets enormous. They included financial buildings in Washington, New York and New Jersey.

"Troops on patrol unearth gun at mosque
Iraqi soldiers find rusty but serviceable anti-aircraft gun"

By Sandra Jontz, Stars and Stripes
Mideast edition, Sunday, May 1, 2005

ARTICLE SNIPPET: "KARMAH, Iraq — Iraqi Security Forces, under the supervision of U.S. Marines, unearthed a rusted but serviceable anti-aircraft weapon on Saturday, buried on the grounds of a mosque in the city of Karmah.

The find came during a multiple-day mission that started about 3 a.m. Saturday as Marines from 3rd Battalion, 8th Marine Regiment, and the ISF soldiers launched Operation Clear Decision, shutting down streets and confining residents to their homes as troops searched every house and business.

The ISF soldiers from the 2nd Battalion, Muthanna Brigade, found the weapon while using a metal detector to scan the grounds of the Ibraheen Ali Alhasoon Mosque after receiving permission from the iman, or religious leader.

The soldiers first found a flier in the imam’s office. It was written in Arabic and, according to a translator, advised insurgents that God would help them in their missions.

Outiside in a yard between palm trees, they uncovered the 23 mm anti-aircraft gun, wrapped in blankets and buried under about two feet of dirt."

"Qatar buys off Al-Qaeda attacks with oil millions"
Timesonline ^ | 05/01/05 | Uzi Mahnaimi

"Qatar buys off Al-Qaeda attacks with oil millions"
Uzi Mahnaimi, Doha

ARTICLE SNIPPET: "THE government of Qatar is paying millions of pounds a year to Al-Qaeda in return for an undertaking to spare it from further terrorist attacks, official sources in the wealthy Gulf state claimed last week.
The money, paid to spiritual leaders sympathetic to Al-Qaeda, is believed to be helping to fund its activities in Iraq. In a recent message broadcast via the internet, Osama Bin Laden told followers that operations in Iraq were costing Al-Qaeda more than £500,000 a month.

The sources said a deal between Qatar and Al-Qaeda was first made before the 2003 invasion of Iraq amid fears that the oil state, a close ally of Washington, could become a terrorist target. The US Central Command for the invasion was based in Qatar.

A senior government source said that the agreement was renewed in March after an Egyptian suicide bomber — thought to be associated with Al-Qaeda — struck a theatre in Doha, Qatar’s capital, killing a British teacher during a performance of Twelfth Night.

“We’re not sure that the attack was carried out by Al-Qaeda, but we ratified our agreement just to be on the safe side,” said a Qatari official. “We are a soft target and prefer to pay to secure our national and economical interests. We are not the only ones doing so.”"

"11 in custody after Reynosa shootout (Mexico)"
The Monitor ^ | April 30,2005 | Miriam Ramirez

Posted on 05/01/2005 6:51:02 PM PDT by SwinneySwitch

ARTICLE SNIPPET: "REYNOSA — A federal police agent is recovering from a bullet wound following an early morning shootout between unidentified men and federal agents.

So far, agents have 10 men and one woman in custody who they believe are connected to the shootout. The agents have not yet identified the gunmen, said Marco Antonio Ramirez, a representative from the Mexican attorney general’s office, the PGR, in a press conference.

Around 2 a.m. Thursday, the offices of the Policia Federal Preventiva, or Federal Preventive Police, were attacked with two grenades and a hail of gunfire from two vehicles. Police returned fire and one PFP agent, Jesus Martinez, was injured. His injuries were considered non-life threatening, Ramirez said.

Moments after the shootout, agents were led on a high-speed chase, which ended when one of the vehicles stopped at a bar along the highway. Two of the men inside the vehicle escaped, but agents did catch a third man. Later, they caught a man and woman from a second vehicle.

Mexican officials believe the attack was in retaliation of a run-in with agents the previous day.

On Wednesday afternoon, agents patrolling an area in Reynosa observed a suspicious vehicle leaving a house. When the driver saw the agents approaching, he apparently panicked and drove off. After police gave chase, the driver eventually abandoned the vehicle and got away. Police found a small amount of drugs and a 9 mm handgun inside the vehicle.

Police believe that man was later involved in the assault on the PFP headquarters, Ramirez said."
