IRAQI TIP TAKES DOWN TERRORISTS SUSPECTED OF HELO ATTACK
BAGHDAD, Iraq -- An Iraqi civilian helped Task Force Baghdad Soldiers find and apprehend six terrorists suspected of shooting down a civilian MI-8 helicopter April 21.
The Iraqi citizen told the Soldiers he knew where the blue KIA pickup truck the terrorists used during the attack was parked and led them to the site. When the Soldiers got there, several other local residents confirmed the first tip and showed the Soldiers where the terrorists lived.
Soldiers started to search two houses at 12:30 a.m. April 23. At the first house they captured three men and confiscated bomb-making material.
At the second house, the unit detained three more suspects involved in making improvised explosive devices.
All six men were taken into custody for questioning.

Myers: Coalition 'Definitely Winning' Against Insurgents

WASHINGTON, April 26, 2005 The highest-ranking military official in the United States said today the coalition is "definitely winning" against insurgents in Iraq.
Air Force Gen. Richard B. Myers said all the trend lines in Iraq show progress. The chairman of the Joint Chiefs of Staff spoke during a Pentagon press briefing along with Defense Secretary Donald H. Rumsfeld.
The chairman said that progress is measurable on the political, economic and security fronts. The Iraqis have held elections and are forming a government, he said. "It, by all reports, looks like it's going to be one that involves all sects and ethnic groups in Iraq, so it will be a balanced government, which gives you some hope that when they get into the development of their constitution, that that's going to be a good process," he said.
The insurgents have very little stock in Iraq, Myers said. Many local citizens are turning in the insurgents. He said that it was local Iraqis who turned in the 10 men arrested for shooting down an Mi-8 chopper that killed 11 people April 21.
"Almost any indicator you look at, the trends are up," he said. "So we're definitely winning."
Rumsfeld reinforced Myers' statements, but emphasized that it is the Iraqis and not the coalition that will ultimately defeat the insurgents.
"The Iraqis will do it not through military means solely, but by progress on the political side, and giving the Iraqi people a sense that they have a stake in that country; that they're going to be protected by a piece of paper called a constitution, for the first time in their lives; and that that paper will protect them and, therefore, they are willing to stay together as a single country and have reasonable confidence that their rights and their circumstance will not abused by any of the other elements in the country," the secretary said.
Economic progress will work against the insurgents, especially when the Iraqi people see clearly that the insurgents are actively working to retard economic growth and destroy the infrastructure.
"The Iraqis will prevail in the insurgency also because over time, it will become clearer and clearer that the insurgents have no plan; they have nothing other than killing people," Rumsfeld said. He said the insurgents are simply interested in power and returning the Iraqi people to the "ideal" life of the Caliphate, or single Islamic rule.
Finally, the Iraqis will prevail against the insurgency "because the insurgents are a mixture of unlikes," Rumsfeld said. The former regime Baathists just want power back. The terrorist followers of Abu Musab al-Zarqawi want to turn the clock back to the Middle Ages. The criminal element has still other objectives. "At some point, there will be a division," Rumsfeld noted.
Myers said there remain many challenges ahead, and combating an insurgency takes a long time. He said the coalition and Iraqi government must remain patient and steadfast against the enemy.

WASHINGTON, April 25, 2005 Zacarias Moussaouis guilty plea last week in the Sept. 11, 2001, terrorist attacks and his admission that he was training for a separate, post-9/11 attack on the White House, reveal a chilling truth about al Qaeda, the new secretary of homeland security said today.
They are very, very patient, Michael Chertoff said during an interview on NBC Newss Today show. He acknowledged that other terrorists like Moussaoui, who told a packed Alexandria, Va., courtroom April 22 that he had been selected by Osama bin Laden to fly a commercial plane into the White House, may already be in the United States, planning another attack.
So we are looking inside the country and outside the country at sleepers or agents who are waiting, biding their time, conducting surveillance, waiting for the moment, Chertoff said. And it may be a moment that comes years from now when they launch their attack.
This demands vigilance, constant monitoring of intelligence, and being prepared for anything, he said.
Chertoffs main priority since assuming the top post at the Department of Homeland Security in February is to get ourselves in a position where we do everything we can to prevent a terrorist attack, he said.
Also critical, he said, is to ensure plans are in place to respond quickly in the event an attack does occur.
Protecting the homeland against terrorism requires putting a system in place that people can live with over the long run, he said. To do so, Chertoff said, the system must balance security requirements with concerns for freedom and privacy.
Most importantly, the American public must recognize that homeland security is a long-term commitment, Chertoff said, calling it a marathon and not a sprint.

GERMAN AUTHORITIES SEND HOME SCHOOLING MOM TO JAIL
Mounting Pressure on Evangelicals State Registered School Education Compulsory

GUETERSLOH (ANS) -- Pressure is mounting on Christian home schooling parents in Germany. A mother living near Guetersloh has been sent to jail for six days because she and her husband refuse to send their children to a state registered school. They also refuse to pay fines of US-Dollars 115.
The conservative evangelicals object to sex education and regard religious instruction at school as too liberal. Recently they prevented their children from watching a theatre production of a fairy tale, claiming it was the work of the devil. The parents belong to a Baptist church mostly of ethnic German immigrants from Russia.
Home schooling is illegal in Germany. Parents are obliged to send their children to a state registered school. They may not educate their children at home even for reasons of faith or conscience. Local authorities in the federal state of North Rhine-Westphalia have announced that they will pursue a hard line against home schoolers.
Since October seven parents in Paderborn County refuse to send 15 children to public school for religious and ethical reasons. They have been charged with fines of US-Dollars 190 each. The authorities also threaten to take them to court. They could lose custody over their children.
A Bavarian court in Bayreuth has ruled that Christian parents must send their eight-year-old daughter to a state registered school. The court also confirmed a fine of US-Dollars 8,500 against the parents. They may appeal the court order.
Germany takes a tougher line than other European democracies. France, the United Kingdom, Italy, Switzerland and Austria also require children to receive school education, but they leave the form of education up to the parents. Home schooling lobbyists in Germany challenge what they see as an infringement of parental rights. They consider taking their case to the European Court of Human Rights in Strasbourg, France.
Despite the legal requirements about 500 children in Germany are educated by their parents. A Christian home schooling pioneer is Helmut Stuecher of Siegen. He educated his seven children at home from 19801997. He also founded the Philadelphia School, which provides learning and teaching materials for home schools. The school is not recognized by the state authorities.
In a letter to the education ministry in North Rhine-Westphalia Stuecher threatened a school boycott by more Christian immigrants from Russia. School authorities had overstepped the mark with their repressive measures.
The governor of Paderborn County, Manfred Mueller, reacted by calling on parents to sever ties with external advisers. The Christian Democrat accuses Stuecher of high treason and agitation. The mainline Protestant Church of Westphalia has also criticized home schoolers and defended religious instruction teachers.
The German Baptist Union has distanced itself from the evangelical parents. The Union emphasizes that their church is not a member of the Baptist Union. At the same time it has offered its services as a mediator. It is our wish that the frontlines will not harden any further. The conflict should be resolved in a way, which respects the parents faith.

This Public Announcement is to alert U.S. citizens to the continuing unsettled public security situation along the Mexican side of the U.S.-Mexico border. This Public Announcement supercedes the Public Announcement of January 26, 2005 to update the information provided. It expires on July 29, 2005.
Violent criminal activity fueled by a war between criminal organizations struggling for control of the lucrative narcotics trade continues along the U.S.-Mexico border. This has resulted in a wave of violence aimed primarily at members of drug trafficking organizations, criminal justice officials and journalists. However, foreign visitors and residents, including Americans, have been among the victims of homicides and kidnappings in the border region.
A power vacuum within criminal organizations resulting from the imprisonment of several of their leaders along the Mexico-U.S. border continues to contribute to a deterioration of public safety in the region. In recent months, the worst violence has been centered in the city of Nuevo Laredo in the Mexican state of Tamaulipas, where more than 30 U.S. citizens have been kidnapped and/or murdered in the past eight months and public shootouts have occurred during daylight hours near frequented shopping areas and on streets leading to the international bridges. One of the shootouts spilled onto the Mexican side of the bridge itself. Four police officers have been killed in Nuevo Laredo since March.
Mexico's police forces suffer from lack of funds and training, and the judicial system is weak, overworked, and inefficient. Criminals, armed with an impressive array of weapons, know there is little chance they will be caught and punished. In some cases, assailants have been wearing full or partial police uniforms and have used vehicles that resemble police vehicles, indicating some elements of the police might be involved.
U.S. citizens are urged to be especially aware of safety and security concerns when visiting the border region. While the overwhelming majority of victims of these crimes are Mexican citizens, U.S. citizens nonetheless should be aware of the risk posed by this uncertain security situation. The vast majority of the thousands of U.S. citizens who cross the border each day do so safely, exercising common-sense precautions such as visiting only legitimate business and tourist areas of border towns during daylight hours. It is strongly recommended that red-light districts and neighborhoods where street drug dealing occurs be avoided.
