The DSA and the Social Democratic Party of Russia have the same logo because they're both members of the Socialist International (SI). The rose is a symbol of peace (compare with the handshake in the picture) frequently used by the pacifist movement--for instance, Pax Christi also uses it. It is not in itself an indicator of any relevance to sleeper cells. Handlers of sleeper cells may communicate through any symbolic code they choose to set up, roses being just one example among many.
