Not so. I don't live on the border, but I'm not that far, and these ***IMBECILES*** walk - yes, walk across the Interstates constantly. Rush hour, 2:00 AM, no diff. They're lazy pigs who take the shortest distance.
And if you hit one, you'd probably not be prosecuted by the state, but the ambulance chasers down here would crucify you with the civil suit.

I used to live in California. It was mainly kids who would play 'footsie' with the drivers when/where I was. But if there's a border road earmarked where drivers have the right of way, then it would be a completely different matter. Not that I'm being serious about that suggestion, just trying to help people think outside the box a little. FReegards....
