No. It's not that Bush doesn't think a border patrol can be effective. It's that he doesn't want it to be effective. He wants more illegals to pour in (encouraged by his amnesty program), so that:
1. Corporations can get dirt cheap labor.
2. The Republican party can get more constituents (the new social conservatism, based almost entirely on vague religiosity and moralism).

I hope your right. Could it be that the President didn't do much about the border because the Republican party didn't want to be labeled racist, amoung other things, like former Ca. Gov. Pete Wilson?
My point is by standing by and having the "people" do something hopefully this should force all elected officials to do their jobs. Or be voted out of office.
Unfortunately, the treat of terrorism didn't get the border's protected.

The "fruit" of Dubya's effort is a big turd.

In light of the President negligence in defending and securing the border, his "vigilante" remark should have been expected.
