No. It's not that Bush doesn't think a border patrol can be effective. It's that he doesn't want it to be effective. He wants more illegals to pour in (encouraged by his amnesty program), so that:
1. Corporations can get dirt cheap labor.
2. The Republican party can get more constituents (the new social conservatism, based almost entirely on vague religiosity and moralism).

I agree - and with point No. 2 I think it is something that Bush et al are mistaken on and is a policy that is sure to backfire. Bush only got 40% of the vote based on most polls from the last election.

Amen! Bush refuses to do his constitutional duty. It is up to Congress to step up to the plate and do what needs to be done. If they don't do it, the Republican party is doomed.
