Okay - here's my questions for anyone who can answer:

1) Has any state -not- passed such an amendment where it's come up for a vote, and has it always required a two-thirds majority?

2) What are the 18 states with such bans so far? The only ones I can conclude from this article are Kansas and Missouri.

Can partially answer #1.

In KS it only requires 51%. The percentage will vary by state based upon the individual constitutions.

States with constitutional bans: Arkansas, Georgia, Hawaii, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Montana, Nevada, North Dakota, Ohio, Oklahoma, Oregon, Utah

That is so far...that will likely grow to 50 soon...
