With all due respect, I invite you to review your source for that information. By Orthodox rules, Roman Catholics (or other non-Orthodox) cannot receive communion at Orthodox Divine Liturgy. If the Pope said that he was encouraging Catholics to violate the sincere beliefs of Orthodox faithful. I would be surprised if this pope had said that.

Orthodox CAN receive the eucharist at Roman Catholic Churches, I don't know if that is true in the reverse.
