We need a fundamental redesign of the aging nukes. Given the advances in technology that have occurred, surely we can improve by many fold the safety and potency of the absolutely necessary nuclear deterrents.
If there's the slightest question of a nuke not doing it's job when popped, then we have a major problem. I personally would like to see a push toward space based stealth delivery systems, well out of reach of terrorists and guaranteed to survive a first strike.
Talk about a deterrent...
