Everyone driving on the road with her. She assaulted them with a deadly weapon (her car). Just because she wasn't successful in her assault, doesn't make it any less of a crime.

Name the victim. With that philosophy, a person randomly shooting down at NYC from the top of the Empire State building should just be left alone if they haven't hit anyone yet. The woman was sloshed and driving in the wrong direction, against traffic, with a baby in the car! Sheesh...
