Principles are great, but he needs some law on his side to do something.
With all these judges rulings on this matter, I think his hands seems to be tied unless social services goes in.
They won't go in because after they do, the next day they lose their job.
Congress officially should hand the Judges in Florida on contempt charges. Terri was due in front of Congress and was ordered to be there as a witness in good shape.
As to whether Congress reams Florida a new one depends on the people's reaction. If the people scream, Congress will strike. If the people get quiet, then Congress lets the issue die in the dark.

An excuse. Its really a matter of courage. Do we allow power-drunk judges to collude in the murder of an innocent human being? They issued illegal and immoral orders. They have no right to have the executive branch execute them. The Governor should be ordering the police to do everything in their power to thwart these orders. Of course, the judges would declare him in contempt of their orders. Well let them! A greater principle is at stake here than the whims of unelected judges.
