Someone on MSNBC ask "who runs the state of Florida? That Judge or the Governor?"

Also, the Governor can issue a stay of execution for a person on death row, so why can't Gov. Bush do anything about this? I am totally mind boggled here.

How can a judge trump the Governor? Have our laws gone nuts or what?
