Someone, today, said that Jeb can make Terri a ward of the State.

That reminded me that the State of California is ward over a lot of kids in detention centers. At least that's the way I remember it.

Not exactly, but you're close. I used to work in Dependency Court in LA (don't ask.) They take kids away from their parents/guardians by the hundreds every day.
